This year, Hangzhou will implement a four-year plan for comprehensive renovation of old communities. The 300 communities planned to be renovated will cover the entire city, of which the majority are Gongshu District, Lin’an District, Xiacheng District, Xihu District and Shangcheng District.

This year's renovation will continue to adhere to the residents' main body, discuss and build together, and implement the dual "2/3" renovation principle: that is, the declared project must meet the owner's approval rate for renovation of 2/3, and the owner's approval rate for the renovation plan shall reach 2/3.

As of the end of March, 13 projects in the 300 communities planned to be renovated this year have completed bidding and actually started construction, 165 projects have completed plan review and entered the bidding stage, and the remaining project plan designs are proceeding in an orderly manner.

This year, new adjustments have been made in the aspects of technology transformation, examination and approval matters, and capital guarantee.

In terms of examination and approval matters, the two-level urban construction departments have implemented a "no-face" examination and approval system, and explored and simplified the examination and approval process of old residential district renovation projects for existing building renovation projects, which will greatly accelerate the progress of renovation projects.
